Bhutan has the strongest tobacco control policies in the world, featuring a national ban on selling or manufacturing tobacco. In 2009, researchers from the Bhutan Ministry of Health partnered with researchers from La Trobe University, The Cancer Council Victoria in Australia, and the University of Waterloo in Canada, to create the ITC Bhutan Survey. Bhutan signed the Framework Convention on Tobacco Control (FCTC) on December 9th, 2003 and ratified the treaty on August 23, 2004.
