Ugyen holds a Bachelor of Commerce from Sherubtse College, affiliated with Delhi University. As the Information and Media Officer with the Ministry of Health in Bhutan he is responsible for developing communication strategies, designing and executing IEC activities, implementing and monitoring WHO funded tobacco control activities, drafting tobacco control legislation in Bhutan and preparing implementation reports for the FCTC. Since 2006, he has been assigned as the national Focal Point for implementation of WHO FCTC and other tobacco control measures in Bhutan.
