Richard trained as a public health physician in the UK. He is a Professor of Public Health at the University of Otago, Wellington and co-director of ASPIRE Aotearoa Research Centre. His main research interests are in tobacco use epidemiology, tobacco endgames, and tobacco control policy. He focuses particularly on research to help achieve the Tupeka Kore vision of ending significant tobacco use in Aotearoa/New Zealand. He is co-director of the Whakahā o te Pā Harakeke HRC research programme. He is a member of a range of committees and working groups related to public health and tobacco control, including: expert advisory committees of Hāpai te Hauora (the NZ national tobacco control advocacy service) and the Health Coalition Aotearoa.
