Richard trained as a public health physician in the UK. He was Professor of Public Health at the University of Otago, Wellington and co-director of ASPIRE Aotearoa Research Centre until January 2025 when he started a new post as Professor and Head of Public Health at Flinders University in Adelaide, Australia. His main research interests are in tobacco use epidemiology, tobacco endgames, and tobacco control policy. He focuses particularly on research to help achieve endgame goals such as the Tupeka Kore vision of ending significant tobacco use in Aotearoa/New Zealand. He is a member of a range of committees and working groups related to public health and tobacco control and a Fellow of the Society for Research on Nicotine and Tobacco (SRNT) and President-elect of the Oceania branch of SRNT.
