Raphaël Andler is the co-ordinator of the ITC France Project at INPES. Raphaël has a Bachelor's Degree in Mathematics from the University Pierre-et-Marie-Curie (UPMC) as well as a Master's Degree in Statistics and Economics from the École Nationale de la Statistique et de l'Administration Économique (ENSAE) and a Master's Degree in Economics and Public Policy from Sciences Po.

Raphaël is currently working in a Health agency attached to the French Ministry of Health as a study and research manager specialized on tobacco and alcohol consumption and social inequalities.
